Can you use the Honeywell Vista-GSM4G for self-monitoring?

No. The Vista-GSM4G, like all Honeywell cellular radios, can only be used to trasmit signal to a central station monitoring company or to use Honeywell's Total Connect monitoring service. Honeywell's Alarmnet division is who will take the signal coming from your panel and forward it to whatever central station you're using.
