The 5800WAVE has a House Code and a serial number? Why?

As stated above; the House ID Code is for pairing the siren to the alarm system for functionality. The House ID Code is any number from 01-31 and you will have to adjust the number depending on if the default of '10' doesn't work.

The serial number on this unit is so that a user can learn in the tamper for the siren. The siren has a small magnet that comes with it that sits beside the siren when mounted. If the siren is separated from the magnet the tamper is set off and transmits to the panle by using this serial number.
