Will the DSC PG9985 sit on the floor to monitor for flooding?

You won't need to mount the DSC PG9985 directly on the floor. The transmitter portion can mount on the wall and then the probes can be mounted a little bit off of the floor. Mount the probes just shy of touching the floor. We don't mount these with the probes directly touching the floor as natural condensation might cause moisture to bridge the contacts.
